Whats this piece / purpose

B80 tractor - sandwiched between the differential and the tins that hold the steering column. Even has a tunnel molded into the tin. So clearly it’s intended to be there.

 

Looks like maybe a way to route a cable, but there is / was no cable in it.

That's the holder for the rear lift cable.

That is the Lift Cable CONDUIT.  It mounts under the hoodstand...in that 'tunnel'.  The hoodstand is then bolted to the trans, of course, allowing the Lift Cable unobstructed movement when liftin rear implements.  It sticks out a bit in the back for you to route the cable.  The CONDUIT will also move inside that tunnel...it isn't supposed to be a tight fit...has to move a little.
