on pic # 14 looks like your front attachment point is not correct the rod is rolled back the fork needs to straddle the other rod as Ed has mentioned.

The PTO clutch on my 417H was starting to slip when the 48" deck was in some heavy grass.    I shortened the rod and had so much pressure on the clutch, that I could see movement in the steering tower when I engaged the PTO.     It still slipped.    I took the bell off today and sure enough the clutch plate is warped just like yours.   I dug through a bucket and found a flat one....problem solved.     Thanks Mister J.
