The PTO clutch on my 417H was starting to slip when the 48" deck was in some heavy grass. I shortened the rod and had so much pressure on the clutch, that I could see movement in the steering tower when I engaged the PTO. It still slipped. I took the bell off today and sure enough the clutch plate is warped just like yours. I dug through a bucket and found a flat one....problem solved.
