What is the front pulley size for a WH Raider 12

I am trying to find the OEM front pulley size also what is the best way to unlock a rear end, it won't shift it has been sitting for awhile

Since your Wheel Horse has been sitting long enough to have the shift rails rust in place there is probably a lot of other issues to be dealt with in there. Drain the fluid (drain plug is near the back and requires a 1/4" Allen Wrench) and remove the transmission so it can be opened up.

Gear transmissions with 1-1/8" crankshaft use 4" OD engine pulley #7466.
