Okay guys the tractor runs perfectly fine at all RPMs what could cause the fuel filter to stay completely empty.

If its running...its not empty, fuel doesn't have to fill it, just has to flow through it

@TJ Salyers man you are worrying over nothing…

If it makes you feel better, my 1994 520H fuel filter has NEVER been full except for 2 times…

Once when it was new in the package and full of air…

And once right after I installed a primer bulb, and pumped it full.

I cranked the tractor and it immediately went to 1/4 full.

Any other time it has never been more than a quarter way full and my tractor runs fine.

May I suggest a metal fuel filter for those that worry about a little air?

How would you bleed air out of the lines?

Why do you want to?

If the filter is horizontally mounted it’s likely that there will always be an air ‘bubble’ trapped in the filter body above the inlet and outlet tubes. If you really want the filter to be full, you probably need to mount it vertically, with the outlet at the top so the air can exit the body. The bigger the filter, the more air will be trapped inside, unless the pump has a very high flow rate. If the design of the filter is such that it’s akin to a tin can with a small pipe in the centre of each end, rather than something with tapered ends, like a two stroke motorcycle silencer for example, the sharp corners inside the ‘tin can’ will always restrict the purging of air if mounted horizontally.

But as @Jeff-C175 asks “Why do you want to?”. If it’s running okay, ignore it.

Or  paint it Regal Red or cover it with Duck Tape    Whatever it takes to remove TJs problem.

Well I'm just ready to help not to cause problems in the future could it be running to lean? What if I go up a hill? What if I have to park it on a hill. that is the stuff I'm worried about.

If you take the time to do things right, you can quit worrying.  Guessing about fuel system condition, carburetor dirt, manifold condition, valve clearances etc. will not get things in order.
