Seat won't adjust

So, the seat on my new machine seems really far forward so I went to use it and it didn't move.  I lubed it and tried again and no movement.  So, I took off the padded seat from the metal mechanics.

In the image below, is that configuration even right?  Based on what I am going to say below, I almost feel the silver metal pieces are upside down.

 

When I took the padded seat off to, what I thought would be, loosen the two silver pieces so they could slide past each other, I found that the PO had welded the top, wider, silver metal on the left to the red seat frame on the right.   On the upper aspect where I put the green arrow.  Welded, as is, it of course won't move.

 

What is wrong here and is there a somewhat easy fix?  Maybe its just been FUBR'd too much and I will just have to deal with sitting a bit too far forward.seat.jpg.da02c5a9d88acbaf096ad4a827c28b55.jpg

That is not an original B-100 seat system.  Who knows what the PO did....

Hold on a minute. Sorry but the PO, wasn't the smartest men.

Those rail are upside down and the left one should be on the right side. 

 

Blue should be mounted on the seat ONLY .( in the picture mounted to nothing)

Red should be mounted on the red plate ONLY. in the picture it's mounted to the seat but also the plate. No way It can move.

That is what I thought.  I guess I will grind the red one you highlighted off the red painted frame and see if I can put them right-side-up with that seat.  Thansk.

They are turned with the right side up but the bottom track isn't attached to anything.  Apparently the PO attached the seat with the metal strips that run across.
