That looks like a modification done by a previous owner.  Judging by the slight bend, it was probably used to pull something.

 

Probably an interesting story behind it.

Should not affect the plow mount. That bolts around the square part of the axle which appears to be free and clear. 

 

The cross rod almost has a "stand here" look to it...

Could this be something used to keep a rear-mounted attachment aligned behind the tractor? A cultivator, disc, or tiller perhaps?

Must be welded to the hitch. I would remove the hitch and grind it loose. Hope the rest of the tractor looks better then that fender.

Both sides seem to be bent down a tad, which suggests a heavy downward load. They kind-a look like foot pegs to me. Someone standing on them. Grandpa had Grandma standing back there while he plowed snow. :laughing-rofl:

While walking the dog yesterday on the Fred Meijer trial,  I ran across an older couple collecting firewood.  They had an 8N, with a Furgison 3 point scoop bucket.  He was driving, she was standing in the bucket.  I walked past them while they were cutting and loading.   I mentioned that riding two up on that rig was frowned upon by OSHA.  She replied that riding the empty buck was easy - it gets tricky riding on top of a load of logs.
