What color are the rims supposed to be?

I would used Argent Silver like used on the 60's and 70s muscle cars. 

That is if I wanted wanted them silver, I used Ford Wimbledon White on my 1989 520-H wheels.

@Mustang67ford old school color was Navajo white , what ever you would like . my 82-91-93 are all old school  Navajo white . pete

In 1985 the above 300 and 400 series models changed to silver/ light grey if you will. When the 500 series was introduced in 88 it went with the new color too.

Thanks, that is almost like what they look like now.  Is this color available from rustolium or similar so I dont have to order from eastwood?

There are quite a few options for silver, i chose eastwood for the quality, coverage, i did the wheels on one of my Zs also with the same can, i have had no luck with the cheaper brands, i got mine off Amazon
