This is a partial pic of a 195. I have never seen one. Do these levers indicate a 3 point hitch?

It is for the for the three point but does not mean the tractor has it. 3 pt. was optional & dealer added. '84 195s, last year of production  had the levers up higher like this one.

The GT14, C195 and the D series were the only 's with an optional factory 3 point.

Is the PTO on a C195 same speed and direction as a D series??  2000rpm Clockwise  That finish mower looks an awful lot like the one for my D.

Yes

 

I think the  finish mowers were made by Woods. Someone correct me if I'm wrong on this please.

Yes there were made by woods and it is much easier to find parts looking at Woods  Shares a lot of parts with my woods  L59 Belly mount for my Case VAC
