Looks like the Bervac model in this manual.

In the WH / Toro Lawn and Garden bulletin # 050988 it shows that set up available for 3,4 and 500 Series tractor and a Ber vac blower. In 1989 I was quoted at the dealer $1700.00 for the 2 stage blower with wheel weights and the 520-H was $ 4000.00 and a 42'' deck was $ 700.00.

You are correct, as this came with a 2 stage Bervac Snowthrower.

Does anyone know if this weight bracket is still available?

You can buy a suitcase weight bracket from Heavy Hitch.  It fits into a standard 2 inch receiver hitch and is made to work with JD suitcase weights.  Someone on the forum here was making the brackets with the receiver hitch and they bolted to the tractor in the same manner as the rear tach-a-matic (aka snow plow hitch).  Suitcase weights are usually the problem.  You can find them but they are pricey.

Here is what I did for Front suitcase weights and the same set-Up will work On this https://wheelhorsepartsandmore.com/product/heavy-duty-removable-receiver-hitch-with-axle-mounting-hardware-if-you-do-not-have-a-104659-bracket/

I had to also Purchase the 2-inch sleeve Hitch adapter from Heavy Hitch https://heavyhitch.com/product/sleeve-hitch-adapter-2-inch-receiver/ and rear sleeve Hitch weight Bracket from Johnny Product's 4X Multi Suitcase weight Pinned weight receiver it will cost about $362.00 Before Tax & shipping to run what I have for the rear of My wheel Horse The Other way and a Bit lower cost would be buy this https://wheelhorsepartsandmore.com/product/heavy-duty-removable-receiver-hitch-with-axle-mounting-hardware-if-you-do-not-have-a-104659-bracket/ and then Buy this https://heavyhitch.com/product/6-weight-bracket-for-2-receiver-hitch/ which will be about $272.00 before Tax and shipping But here is what I have On the front https://www.ebay.com/itm/131944396619?chn=ps&mkevt=1&mkcid=28&srsltid=Ad5pg_Fk59eFLoQsr78dzkkt1Yu3SuXC8cdRog2Nb1U02pXGu2Op0MIB1d0 to use 4 suitcase weights with the Heavy Hitch sleeve Hitch insert to the Johnny Products 4X Multi Suitcase weight Pinned weight receiver I think it does sit out to far in the front I may invest in the 6 suit case weight Bracket from Heavy hitch to use on the front as well  as the weight will be closer to the front end

I took an old mule drive and welded a plate to hang weights on. As has been said, whatever weights you can find will dictate what you come up with.
