Have you ever seen a 'wrinkle finish' ?  That's what can happen... the previous coats of paint wrinkle up and it looks horrible.  In some cases it can work just like paint remover.  The old paint will 'de-bond' from the surface and peel off like Saran Wrap.

Rustoleum takes an awfully long time to 'cure', or harden, to it's final 'dry'.  It seems to start from the top down to the base.  You can generally add a second coat WITHIN 20 MINUTES (sometimes shorter depending on temperature and humidity) or AFTER 72 HOURS but I generally wait at least a WEEK.  I've had cases where the first coat has wrinkled even after 72 hours.

 

I always do a LIGHT first coat, wait about 10 minutes, and then spray a wet (thicker) second coat.  You always want to spray AWAY from the 'just applied' paint to keep any over spray off the wet coat as it will give it a 'texture'.  Never go back and 'touch up' the area you just applied the wet coat to.  If it needs a third coat, WAIT ... and WAIT some more.  Like a week or so.  After at least 72 hours you can wet sand LIGHTLY with 800 grit and then wait another day or two before tack ragging before another coat.

 

Patience is key.  Try to rush the process with Rustoleum and you'll be sorry!

I would say most likely yes.  I'm not sure what type of paint that WH used, but it's tough stuff.  I've never had issues painting over it with anything.  Of course you want to wet sand and feather out any edges before you do.

Plenty of Regal and Sunrise Red on the shelf of my local ACE .           Sadly, the price us up 39% from a year ago.....but hey, I'm gettin a 5.9% increase in my SS next year.

I think @Jeff-C175 covered your questions very well. All that I can add is that many of us are too impatient to wait for paint to cure. Some alkyd (oil based) paints can take up to 30 days to fully cure. That is why I will use an acrylic urethane or acrylic enamel automotive type paint for my show quality paint jobs.

PPG Automotive. Shop-Line or Omni. Color - Wheel Horse Red #70234. This can be mixed in acrylic urethane or enamel. 

Here is an example of 70234 urethane -

Other PPG colors are Ford New Tractor Red #71969 mixed in enamel -
