Homebuilt is a sure possibility, but to my eye the complexity of the frame and steering design says "manufactured".

Closest thing I could find is a Snapping turtle or Manco and neither of them is quite right. 

 

Can you go buy it?

A photo of the rear could tell is if it has a diff or a strait axle. 

 

Strait axle would mean: for sure home-built

Id 100% say factory. Kinda similar to a old MANCO. Alot of early riding mowers use a narrower rear that was straight axle chain driven, atleast for that general styling with tubular frames and so on.
