Pour a little light weight oil (MMO) in there and work IT. IT will free up. It appears you have the flywheel off, I think. Any magnets in the flywheel, either on the outside or the inside? I keep using a rope on the outside pulley and it turns over but has a rough spot. And just now as you read this, i dribbled a small amount of gasoline in the spark hole.
