Help identifying a part...

I found this in a bunch of parts, and have a use for it. Before I break something that might be useful, can anyone tell me what it is?

 

About 18 inches across, cast steel and orange. I have no idea what it is.

It's orange so not a horse part ... she's fair game to become a horse part. :)

I guessed it wasn't a Wheel Horse part, but I know some of you collect other brands of toys as well. Didn't know if someone can ID and might need one. If not after a few days, I'm gonna use it!

 

My thought was if you imagine someone using something like a 701 double belt guard as a planter or litter box or something because they didn't know any better- I don't want to do that with this until I know it isn't anything important to someone.

Some sort of saw guide.

 

The screws look like they're designed to 'locate' the part into something, perhaps wood.

What's on the other side where this cotter pin is bent over?
