The friction disc with the internal teeth and radial vent cuts in the friction material  is like nothing i have ever seen on a WH

looks like key failed chewed up the pulley hub and maybe the engine crankshaft.  Where are the keepers (thin half moons held on by the 4 small bolts? 14-55)

Is this a unit new to you???  The friction disc looks like something from the PTO clutch pack on  a farm Tractor with a live PTO.  Do you have the sleeve 14-54.

You should pull the friction place and the drive pulley to see what else is destroyed...

Yup.  It looks like that clutch lining is from something else and was welded on as a replacement lining.  New Toro/Wheel Horse linings are available - kind of pricy, though.

Got a picture of the pieces you pulled off?

Need to pull it all off.. the big question is did the keyway on the crankshaft get torn up. From the picture the drive pulley is toast but easily replaceable. The two keepers are easy to get and a resurfaced friction disk is available from one of the vendors here.  The crankshaft is pretty tough so hopefully it came out OK.

Looks like the friction disc is from a motorcycle

With any luck, a flat file might be able to clean that keyway up enough to be usable. Gonna take some time though...

The drive pulley on the other hand looks wallowed out pretty bad. At least they are still fairly common.

There  should only be a key in the drive pulley behind the PTO disk.  There shouldn't be a key under the sleeve. The sleeve most has been trashed also.
