Nevertheless, Spain Post cannot accept letter-post and parcel-post items for those destinations to which it has no transport capacity. The acceptance of mail remains closed for several destinations, including the U.S. Virgin Islands and American Samoa. In view of the current situation in the country and continuing capacity and frequency problems in relation to international flights, Spain’s post warns that operations may continue to be impacted. Consequently, it remains unable, until further notice, to guarantee quality of service for all types of inbound and outbound mail (letter-post, parcel-post and EMS items) and to comply with delivery standards for items with signature under UPU regulations or bilateral or multilateral agreements signed with other designated postal operators. 2-2-21 Spain’s post advises that a force majeure remains in force due to the COVID-19 pandemic and a state of alert declared by the government.
