mower blades won't spin

on a 98 314-8   the turnion on the pto rod is screwed way to the back. belt is tight.blades barely go around.any thoughts.

I had that issue earlier this year.  Turns out that the C clip on the stub shaft on the PTO pulley had slipped out of its groove in the stub shaft.  A trip to the hardware store for a new C clip fixed it.

When the PTO lever is pushed forward do you hear any strange noises, does the PTO bell begin to turn right away? If you remove the tension on the belt to the deck (engine off and keys in your pocket) will the blades turn freely? Are the pulleys on the mule drive in good condition?
