Pulley Shaft key way reinstall???

I am working on 05-42MR01 mower deck --- early 80's, 42 inch rear discharge -- took apart the spindle and bearings - cleaned everything -  installed new bearings - reinserted the tube and shaft, the seal spacer at top,  spacers, snap ring, etc -- but at top of the shaft i do not know how to reinstall the key into the shaft key slot and slide the pulley over it properly without key sliding out ----- being forced out ---- when i try to slide pulley down over the key onto shaft? there must be a correct way? Please help? the key has two " nub ends " - as shown in photo - plus, the pulley inside has a nub stop in the bottom of slot.

looks like shaft isn't up as high as it should be.can still see open slot at bottom of key.maybe bearing not seated all the way?or bearings slightly larger? key shouldn't be sitting on top of whatever that part is with slot in it.also if you line up shaft with slot on that ring part would key fit in it? just wondering if key in slot all the way would clear the ring part when turned?could measure slot on pulley to see how close you are to center or end of key.is shaft just a bolt with too wide of washer on it?or ring with slot too high up for some reason.just throwing ideas out there :/

That part with the slot in it looks like a “flattened” spring washer that should be under the nut, not under the pulley?

Both of the 'ears' of the half-moon wodruff key MUST fit flat against the shaft, but your shaft does not protrude high enough for it to fit right.  The top SEAL looks like it is fit right, but the inner slotted SPACER should not be so high...it should be flush with the seal.  Looks like the slotted spacer is about 1/8" too high...suggesting (1) BEARING is too thick or (2) inner spacer TUBE is too long. Here is what the TOP of your spindle SHAFT and KEYWAY should look like...

that's helpful - i have struggled with the sequence installation of the various components and what seats where and how - so i will try the reinstall of tube and spacers etc to get that slotted spacer "flush" with the seal top elevation -- the new bearings ( via NAPA)  appear identical to the ones i removed. Great photos and illustrations - many thanks!!!!!!!!!!!!!!!!!!!!!!!!!!!
