Wheel weight help

Having one heck of a time trying to get the concrete out of these. Need to replace the studs and refill with concrete. Any suggestions? Tia

Steel outside, seems like Some sort of concrete in it but it’s awfully hard to chip away

Drill new holes with a masonry bit and install anchors?

That kind of looks like a brake drum.  Got pictures showing a different view?

 

Drill holes in the concrete with a masonry bit, then hammer/chisel between the holes to break up the concrete?

That'd be the best bet I think. 

 

Those look like old brake drums maybe??

 

The effort involved to remove all the concrete from them would be great.

Old brake drums, maybe check garages and just get new old ones and start over. Bob
