Depending on gear ratio it would be anywhere from 2.75 or so to 4 to turns blade to each tire rotation. 

 

Not super fast but a very heavy setup with (I believe) good cutting potential on thinner materials.

Built right and using prudence with speed... that's actually pretty difficult. 

 

Centrifugal force WOULD have you absolutely cemented in the seat. 

 

It would also be the physics that breaks the entire mechanism given a tad too much speed.
