The clicking noise sounds fairly normal it is the limited slip differential working.  Did you look at the diagnostics in the manual??  Can you push it with tow valve closed.?

 

Is the motion control plastic plate moving the control arm on the pump fully??

The whining sound to me is an indication that all linkages and keyways are fine. It's the hydro struggling to move the tractor. May be time to find another trans.

 

Years ago my C-160 would out of the blue start whining and bucking all over the place and erracticly. After checking the springs I replaced the hydro motor. It's starting to get a bit tired now. I have a complete unit in the shed ready to install when the day comes.

You should download the sunstrand manual from the manual section here.  Has a good diagnostic section.

That’s what I was afraid of. So should I change the pump or motor. Or both

Get a complete unit. If the Big show in PA happens in June there will be some available. There is a guy in PA on FB that advertises them if yo need one sooner and don't mind driving. PM me if you want details

Do you know what they run price wise.  I found a complete tractor that runs but burns a little oil for $100. No implements. But he says it moves good. He’s a friend of mine so I doubt he would sell it to me knowing what I need if it wasn’t any good.

The Sundstrand has "Acceleration Valves" which use spring pressure to regulate the fluid flow and speed/direction changes. Over time these springs give out and the fluid pressure will fight itself and the tractor won't move well or not at all.

Take a look at the Sundstrand manual.
