We'll need more pics to see it better of course. It's in the 1965 to 1967 vintage. Starter/generator so it should be a Kohler. Missing some parts and rear wheels look reversed. Absolutely savable!!! The the bolt circle, like your spare tire maybe mounted from different holes, you can install the rope starter in any of four positions. In its current position your pulling the rope to the left you avoid coming into contact with that lever, this will cause excessive wear on the rope. Once bolt to the left will allow a inline pull.
