Start to put my 16 horse  back together. 
 Trying to remember which holes the spring goes in for the governor and throttle.

These pics help...Its a 10hp but linkages are the same for a 16hp.

THE TULL CRIB , in addition to the prober routing , if you LUBRICATE  ANY FRICTIONAL MOVEMENT POINT , IT MIGHT WORK EASIER, detailed mine with added cable clamps to secure movement and improve action , also lube the starting point of the cable , to help out , pete
