What are these holes in rear fender?

I'm currently trying to fabricate a belt guard and have minor clearance issues with these two angled metal pieces coming off the front the fender. I'm sorry for the bad picture.  The lighting was all wrong this morning.  

 

I don't see what the purpose of these two pieces.  I'd like to cut them off....

I have a feeling they are bent just past 90 degrees as a guide to close correctly over the tunnel.

Rubber grommets fit in them to keep them from scratching the hood stand. WH #5667

They also eliminate any noise from the fender vibrating against the hood stand.

Glen had them. I think they're the same as the ones under front of the hood...

Thank you all for the help. I had some rubber wire grommets that fit.  They've got a hole in the middle for wires, but still work great as bumpers. 

 

Man, I was getting annoyed at the way those tabs were scuffing the paint.  Now it all makes sense.  😂
