Burnerman

Are using a genuine Toro/Wheelhorse belt?

you need a cloth wrapped belt for proper clutching. Also the factory clutch spring works best.
make sure all of your linkages are free moving and not hanging up.

agree with BURNERMAN, on linkage hang ups, LUBRICATION DETAIL  on every related piece , my horses have no problem at all with a 3 rd gear start , and zero roughness or sudden engagement . you might have a combination of belt issue and rusty movement points . don,t miss any movement point , aerosol lubricant and grease , will probably solve your issue, pete

Agree, agree. My 125 has a kevlar covered belt and is super smooth. I never changed the PO belt on the 'mechanically sound' 120 - a regular mower belt and she's harsh to start - jerky mess. Like was just said, go over it thoroughly. There are plenty of neglected grease zerks and lube points...great find!

Take a look at the right side foot rest, if it has been bumped in a little it can catch the clutch idler a little causing it to jerk, happened to mine.
