Suburban 401 belt issue

The idler pulley does not disengage the drive belt on my neighbor's suburban 401. It's impossible to shift into gear or shift gears without grinding. The oil in the transmission is very old. Could that be the cause?

The belt must slip around the engine pulley when the belt tension is released with the clutch/brake pedal. The belt guard must be installed because it supports the belt loop around the pulley.

If you don't have a belt guard, small guides can be made out of 1/4" rod.
