Clutch safety interlock

After finishing  up my GT1848 I have come to a conclusion  that the double  acting  brake mechanism  is not moving forward  far enough. 

 

It appears that the 3/8 x 4 1/2" bolt that has a coil spring in front is 1" to short to allow the brake rod to move forward enough to disengage the safety  switch.
