417-A missing PTO clutch pad?

Anyone know why my 417 would be missing the PTO clutch pad? I bought the tractor this way and I just noticed its missing the pad. My GT1642 has one. Does it hurt not having it on there?

It's just the brake, I often don't even put mine back on, none of the older models had one. 
Likely either fell off or just wore out.

If adjusted right it shout stop the blades from spining when the PTO is disengage. Safety

On any  of my Horses that have required clutch work ,that little brake pad is either worn out or way out of adjustment.I never put them back on.I just wait a second or two to let the mower blades or snow blower to  stop spinning before I get off the tractor.Of course,I'm the only tractor operator here.If I had a youngster using the tractors,I would still be using that clutch brake.Having 10 fingers and 10 toes is good.

Aside from safety, it will keep the pulley in place when changing implements.  It might also be beneficial to keep the bearing in position to prevent dirt or rust from getting in.  I would get one and use it.
