36" mower deck repair

Good Day All: My C-81 (which is the best tractor of all the red, green and yellow one's I've had) has a rear discharge 36" mower deck in need of repair. I'm in the process of cleaning the deck and noticed that some parts of the deck underside seem to be coated with a thick (1/8") coat of some red color almost plastic like material. Anybody have any idea if this is an OEM coating or possibly applied by some prior owner? I plan on recoating the underside with EZ-Slide. Any better coating recommended?

There are two curved sections inside of  the deck underside in the forward section left and right of the center wheel that act as baffles. Both are holed and collect grass etc during the cutting season. I plan on welding some 26ga sheet metal along the vertical sections that are exposed to the blade rotation. Any downside to be considered?

I've used just about everything, bed liner, ez slide, poly paint etc, they all wear off and is there is any rust it will bubble though, even with some of the rust stop paints I used. I am back to pressure washing a couple times a year and motor oil coating at the end

I think a lot of it got to do with the kind of grass and how much grass you cut etc. I tend to cut when it is wetter than I should and that in itself is an issue. 

My neighbor has a hitching post (i call it), behind his garage and when he is done mowing he drives up, hoists the front up and washes the deck. He keep the pressure washing on standby in the garage. Nice set up and his decks last forever. I am not as lucky to have that available.
