The belt should go on the big front pto pulley, to get the right rpm's on your rear pto. I assume you have the cone clutch? It looks like it from the pics. They slip easily when worn, and can be a hassle to find new linings for. When they are good though, they bite hard. I used to have a lot of trouble with slipping on mine too.

Also you may want to pull your pto hub and make sure the internal bearings have a nice thin coat of lubricating grease. This will allow the hub to spin freely on the shaft, which in turn allows it to get a better grip on the disk. There is a vendor in Sunbury, Pa that can probably help with rebuilt disk if required.
