The officer has discretion. I was a police officer for twelve years in my small town, Peru Ma., And chief for five years, I never worried about it, if someone was abusing it or intoxicated, then they would be dealt with accordingly. I do not recall any problems. One time a logger drove his sckidder a long distance on a public road in the winter,so we tracked him and told him not to do it again. Lee1977 6,642 #30 Posted July 3, 2020 (edited) I have been up to my neighbors twice this week on my 312-8. He lives about 1/4 mile up the road. I stay on the shoulder as there is a 55 MPH speed limit. Our road runs the same direction as I-85 and we see a lot of traffic. He had a couple of trees removed and the stumps dug out. They leveled it some what with the back hoe. I was just knocking down the rough edges with my grader blade and pulverizer.. I added a lot more teeth to the pulverizer. That should be pretty easy, even if they say I have to pay tax now I'm sure it some be much as a wheelhorse was only about 400 quid then. Dvla still want dating evidence but I'm sure that I will be able to show beyond reasonable doubt that it was built at the latest in 1984 as they were only built for four years. The angle I'm going to use when I reapply for registration is that if they want to prosecute me for document offences they would have to prove it required said documents. The burden of proof for a criminal trial is beyond reasonable doubt. Not conclusively, not empirically, not exactly, beyond reasonable doubt. The courts would accept the evidence I have gathered as proof of date of manufacture, so why can't the DVLA. We will see if that wakes them into the real world. My experience as a prosecution witness for the police presenting expert evidence, speed camera technical evidence and as a member of the institute of road transport engineers must surely count for something. They were happy with the age evidence and stated there was no duty outstanding on the item so go ahead and register it with the DVLA. I will resubmit my original application with another covering letter and the NOVA notification. Certainly a lot more confident now that hoop has been jumped through. His registration number is JUX 769 V so I've ordered a set of plates for him. Just a day late for my birthday but I'm not complaining. Greentored 3,201 #36 Posted August 26, 2020 Wow, just reading through this thread, I was not aware of so much BS across the pond for simply attempting to legally be allowed to touch a public roadway with a tractor, let alone here in some US states. Its as if we are punished for trying to do things the right way. I grew up enduring the snowmobile/ATV issues back home in upstate NY, most of which were lenient compared to some things I read here. Congrats to you on seeing things through and doing it right! Going to consider myself lucky here in North Carolina- I've ridden the shoulder of the road back and forth to work on more than one Horse, ride around the neighborhood often, and even made a beer run to the local convenient store on the trail bomber. Cops are used to the 'ol country boys' down here and don't bother anyone much as long as were not acting like a fool. I get a lot of thumbs ups on the old Horses which is pretty cool. The girlfriend, however, is not the least bit impressed by any of these antics, so do my best to draw plenty of attention when riding in the neighborhood, then return home and park right in the middle of the front yard Growing old is mandatory. Mickwhitt 4,587 #39 Posted August 29, 2020 What did I tell you? If I had not done things right I may have been embarrassed this afternoon. I took Fred out for a run to move some logs onto a footpath to stop fly tippers driving onto it. Got the job done and as I was driving up the road home two police cars hove into view doing traffic checks (you never see a police car on our road) I stopped and got them to check my little red Fred out and he was squeaky clean.insured etc. I had to ask them to check it as they said they wouldn't have bothered with me doing 5 mph and obviously not up to no good! Quite a problem over here, from someone cleaning their garden waste to companies tipping tons of waste. Car tyres are always a problem but since China stopped taking ours to recycle its gotten worse. Any bit of road will do, any time of day. These boys will drive up, tip off and scarper (run away) without a care. Mickwhitt 4,587 #45 Posted May 4 Hi Liam. The year of manufacture is the biggest thing they quibbled about. Toro sent me a letter on headed paper with the approximate date of manufacture. As there are no accurate records of chassis numbers they just had to make do I suppose. I don't think an email would satisfy Swansea. I can't recall things like sound levels and CO outputs, maybe they have changed the form. I'll dig out the folder of information I submitted and get back to you.
