Deck roller mounts

The Tuul Crib

I'm going through this 42 inch deck and stripping it down to clean it up so I can use it. And I'm at these brackets were the rollers go I noticed these three holes. I wanted to take them off to grind out all the rust . The welds would be nothing to cut off. Is 

there any reason why these cant be bolted

back on? Has anyone ever done this

Looks like they just used a same part / bracket for multiple decks. This one waswelded, while others were bolted... Have not done it myself, but see no reason why bolts wouldn't work...
