Need help for 520H sounds like drive belt slipping

Hello, I am a newbi to the forum. I have a 1989 -1990  wheel horse 520H that looses power on an uphill slope. There is a squealing noise and feels as if the drive belt is slipping. Upon inspection I noticed a broken spring hanging down from the lever behind the pulley that is between the engine and transaxle. I can replace the spring but not sure where to hook the other end to. I am assuming this would create better tension on the belt. Any help would be appreciated.

The spring hooks on a tab in back of the pully to a hole just below it. You can just see the tab here. Sorry doesn't show the lower hook hole. Was trying to show the bad bearing but check that and the condition of the drive belt.

Thanks, I did attach the other end to the closest hole below this tab. I didn't stretch the spring or put tension on it. I was't sure if this was the correct   hole. It didn't seem to make any difference. the belt seems to still be slack. I'll try and pull some panels off tomorrow to get a better look. Any other ideas would be appreciated.

Shouldn't need to pull anything off but the belt guard. Spring should have quite a bit of tension on it.

Here is a picture of the spring in question attached to a fixed point on the chassis at the bottom of the spring and a tab on the idler arm at the top. 
 

Just myself replacing the idler pulley which will put quite a bit of tension on the belt when installed with the spring loaded.

Perfect!! Pictures really helped. Runs strong again. Now if I am not pushing my luck, do you know what oil filter I could use from an auto store. Our Toro dealer is shut down because of virus.  Again thank you. Ken

Napa 1410 hydro filter & Napa 1762 engine oil filter... Napa 1763 has the hex on the end.
