If you do not have the belt guard on the drive belt will not stop when you push in the clutch.

Is the drive belt cover on? Does it just grind?  Please tell us more.

put a new air filter on and have covers off....shifted fine before can't get it into any gear

Just curious,   why take the belt guard off to install a new air filter?

 

The belt guard has two functions;

1.  to protect the operator from injury

2. to support the drive belt when the clutch is depressed. This prevents  the belt  from contacting the engine pulley and allows the belt to stop so the transmission  gears can be shifted.

 

The tractor transmission can not be operated without the drive belt guard in working order and in place.

Didn't take the belt guard off for the air filter.  I need to do some welding so that's why the belt guard is off.  Thanks for your response.

Was there anything broken or missing on the belt guard?   Some models have belt support tabs have tabs that break  off.

Can we see pictures of your tractor and what needs welding?
