So run the screw thru a nut using washers as needed so that 1/16" sticks out, then grind or file off the excess holding the nut with pliers or a vise.

Use a Dremel cut-off wheel to make the tail of the screw the desired length, then stake the remainder. (Don't "kiss" the carb barrel with the wheel, though!)
