I'm guessing this is from the 1920's.

 

The coils are copper wound and it operates on 110 volts AC voltage, sometimes makes an audible noise when a hacksaw blade is placed above.

 

What is being tested and what condition initiates the hacksaw blade to vibrate causing the noise.

Just when I thought this was obsolete and belonged in a museum I learn that it can still be used for testing those stater generators used on many of the older tractors.

Yep a Growler.  I've got a Snap-On one from probably the 60's I need to get working again so I can rebuild the dozen or so starters, generators and starter/generators I have laying around

I'm pretty sure the vibrating blade simulates a shorted winding in the armature

We played with one in AIT, but I didn't get a lot of time with it. (Before the army decided to get rid of it, my first MOS was 63G, fuel and electrical systems repairer.)
