Have you changed oil an filter??  Classically sounds like a worn out pump/motor.

This manual has good diagnostics.

They are supposed to have a filter that does not bypass, so if the filter does become clogged, it will reduce performance as you've described. Could be a worn out pump, but I would service it before I drew any conclusions. 10W30 and a Wix 51410 (or napa 1410) filter if it has engine oil in it. If it has ATF in it, refill it with that.

Don't let the word 'rebuild' scare you off.  These Sundstrand units ...pump and motor...can be brought back with new life in a few hours and for less than a C note IN PARTS.  I have overhauled dozens of these...4 or 5 hour job. First though, as ZXT says above, change the oil and filter. Download the repair manuals too.

I made an edit to my post...  PARTS should be under a C note and most are available on-line.  I would do this for you, but will have to pass.  I can, of course, give a ton of moral and directional support....as well as for some parts if needed.  If you can turn a wrench, twist a screwdriver, manage sandpaper, YOU can  do this.  MAIN caution to you:  keep everything spotless clean in your work area AND during rebuild process.

I have a write up on the process....will dig it out from somewhere (?) and get it to you.  Did I get to you an O-ring and seals list???
