We will need a little more information to be able to give you a proper answer. What year and model are you talking about?   a couple photos of the parts would be helpful, Wheel Horses have been made for over sixty years and a few changes were made.

That brake drum could be reused if the sharp edges of the broken area are smoothed over.I would not reuse it but it could get you going until you get a replacement. If you do reuse it I would operate the machine on fairly level ground only.

The brake drum is held on by a bolt. You will notice that the through hole on the drum has 2 flat areas to keep it from rotating on the shaft. Take a flash light and you should see a threaded hole in the center where the drum mounts.Hopefully the bolt just fell out.The bolt is just a standard hardware store item.

Is it oily in the brake area. If the brake shaft seal or rear axle seal is leaking a slight amount, that can lube things up enough for a bolt to work loose.

Depending on the year it was manufactured the brake drum may have been attached to the shaft by a 1" snap ring. Most of the round shaft brake drums use them, the shafts with two flats (double D) are retained bu a bolt and lock washer.

Image result for external snap ring

110234 is a 3/8-16 x 3/4" cap screw with Nylok on the threads. Use Loctite thread locker on a standard bolt.

2844 is a 3/8" flat washer and appears to have a larger OD than a USS washer.
