It is the guide tube for the rear lift cable.

Ok thank you can anyone tell me if there is a way to adjust the forward /reverse this one doesn't seem to have a neutral spot that aligns very well

That has nothing to do with tractor movement.  What model tractor do you have?  Something with a sundstrand hydro????.

Yes it's got something to do with the hydro for sure it is a 14 horse automatic 1973

That tube holds the cable for the clevis hitch or rock shaft

 

You need to do neutral adjustment.

This manual has a good description of the procedure for setting neutral. The lift cable guide tube has nothing to do with the transmission, it is just held in place there.
