When turning the input pulley by hand and the motion lever in forward or reverse shouldn't axles move? Oil is full and clean.

You would have to have the pump up to some minimum RPM to build enough pressure to turn the wheels.   I am not sure what that minimum is.

I test non running hydro tractors by chaining them to a tree and driving the hydro with a long belt and a running tractor positioned behind the non runner.

With the tractor off the ground on jack stands or the wheels off you can put a socket on a clutched drill ( not a impact!!!!!) and turn the pulley to charge the pump and test its operation. Once it is charged you can move the pump pulley by hand and get a reaction out of it. Put the drill in reverse for the correct direction.

Great info. My dealer confirmed the info here. Seems input rpm has to be around 700 minimum

Have a couple of cups of Starbucks and you won't need the drill.:)
