Lots of penetrating oil and patients, perhaps back the axle bolt out a few turns and drive it around in a figure eight. Ok Chris, I presume the engine is the original Twin 16hp, and so have provided here, a link to the User and Parts Manual for the engine for you to download. Look up your part/number to check which one is correct, then search for those numbers online to get the best options- -LINK- Ditto with the Hub issue/remedy above.
