Remove it from the engine and repair it or find a replacement.

Sorry, but that's about the best advise given your description. One thing for sure, someone hacked that hood around the fuel cap. That's too bad since it appears to be a really nice tractor. Rare too since most people purchased the electric start models. Not necessarily more valuable, but certainly more rare.

Please describe your question and maybe someone can help.

Handle broke?

Rope broke?

Spring broke?

Dogs broke?

Cup broke?

Housing broke?

Cant help you but must be the day for this. Just broke the rope on my Stihl chainsaw. Just when I needed it most. Tore it apart and found out the plastic cup is broke with sharp edges too. Good Luck on your fix.

Sorry it took so long to reply. It wouldn't let me earlier. It had it  running and then I heard a metal ting should and the metal dogs came out of the cup shaped part. I was trying to find a replacement recoil start, but I can't find one. 

And yeah the guy who had it before me cut it for a different tank and then I found another tank that was from a K-141 and got it to fit, I couldn't weld the metal because the hoods on suburbans and are so thin. I tried on the lowest setting on my little welder too.

Is it a Tecumseh recoil? ...and  do you have any pics of what you need?

Difficult to do it with a stick welder (not recommended). Even with a MIG you need to do it in spots and cool the surrounding metal quick each time or it will warp the hood

Those recoils starts are easy to find on e-bay. I see them all the time. and they are new. I have all the part #`s for this if need them. Hope this helps.

Get a piece of copper or brass and hold under your weld joint and tack weld it.  The brass or copper will absorb the heat and stop the melt down.     Wayne
