need help with '68 raider deck

Hi, new member here.  I have a c-125 and a 1968 raider 9.  I need a little help with the raider.  I'm rebuilding the deck spindles on the 42" side discharge mower.  It has the cast iron spindles.  I removed the bearings and was able to read the part numbers on them and buy the exact replacements. Everything went together fine and turned smoothly until I bolt the pulley on.  The spindle then gets very hard to turn.  I believe the pulley is bottoming out on the housing instead of the bearing.  It's obviously a problem of too little endplay.  My question is: is it common to shim the pulley to correct this problem?  Does anyone have a parts diagram for this deck?  I'm wondering if a previous owner lost some important parts.  I can't find a model number on the deck.  The decal probably was lost many years ago.  I appreciate any help.
