Looking for some help.

I have an 84 GT-1100 that was my grandfathers.

Its almost like the choke is working backwards. It rev's high when started even when the choke/throttle lever is down.

The different throttle and choke controls are explained in it.

 

A governor tries to slow the engine down using a force determined by engine rpm.

The throttle cable is connected to the governor linkage through a spring and tries to speed the engine up.

The speed you end up with is the balance of those two forces.
