Drive belt pulley on the engine

This all started when I was having trouble with my PTO engaging yesterday on the 314. I did a little trouble shooting today. This is what I found: the drive belt pulley can be pushed/pulled back and forth on the shaft. I checked and 2 set screws are in place, and they weren't loose so I couldn't tighten them anymore. The shaft is threaded in the i.d. but there wasn't a screw in place. Partstree doesn't show a screw here though. 
I think that I need some help here. What may be going on?

I wonder. The set screws should be holding drive pulley in place though, right?

Wonder is the set screws won't turn because they used Loctite on them. May take some heat to release them. 

The set screws didn't hold it against the pto pressure. That's the reason for the spacer.

Garry, thanks a bunch. It all makes sense now. Off to my local dealer tomorrow to order the spacer. Hopefully Toro still offers it.
