Personally, I would have it sandblasted again and re-primed with something like an epoxy primer. After sitting for that long, who knows what might have happened to the primed surface. Dirt, oil, bird droppings, etc can make for a poor painting surface. But short of re-blasting and re-priming, I would thoroughly wash the surface with Trisodium Phosphate, then abrade the surface with 400 grit. Check the instructions for the topcoat you are going to use. It usually says what to abrade the primed surface with if its been a while since priming.

in my opinion only I think it depends on what the tractors purpose would be. Show? Worker? If the hood is just in primer there are methods that will easily remove it. wire wheel will strip that back to bear metal in now time. then you can start fresh. or you go the easy route and give it a good bath, sand it, good bath again. maybe another coat of primer wouldn't hurt before the top coat was put on. with the right cleaners and some sanding elbow grease im sure you can make it work good enough for a worker.
