wheel weight model?

i picked up these inner wheel weights and can't find out who made them.

they fit 12 inch wheels.

they have 21291 stamped in them and weigh 30lbs or so each.

anybody have an idea who made them or what they were for originally.

I have a set just like them, even the same color, I have no idea what they came from?

i'll have to put them on the scale and check the weight.

i may just paint them WH red and put them on my 160.

my digital scale says 26.4 lbs each with 2 bolts in them.
