Should these holes be there?

I am getting ready to tear down the tractor for a refurbish and was wondering if these holes are supposed to be there. My gut tells me they shouldn't be, but my gut steers me in the wrong direction quite often these days. Here is a picture of what I am taking about. Thanks, Chris.

Only the center one, which mounts the hood to the frame.
