You don't need to change the spindles, but the shorter spindles used with the taller tires are stronger. I have converted to 8" rims with and without a spindle change and the only difference is that the front end of the tractor sits about an inch higher - and even that can vary with the brand/design of front tire used, and the actual height of the rear tires.
