My Electro was fine on flat ground but it wouldn't pull a hill well till I replaced the belt. check belt and tow valve. but also check the drive pulleys and hubs for bad or loose keyways. ive seen drive pulleys on the trans shear a keyway but still move on flat ground. let us know what you find out.
