Suburban 401 Pulley Still turns

I just picked up a 401 Suburban. I got it running today, but when I step on the brake/ clutch... the Brake drum stops fine, but the Transmission pulley still spins which of course makes it difficult to get into gear.

Is this an internal tranny issue? Is it the wrong belt?

This is the 3 piece rear end.

Sounds like your belt is too short, the belt should move away from the engine pulley when you push the clutch in.
